In order for your registration to be considered for the lottery you must pay your fee in full.
Parking lottery registrations will run from April 6 to June 26. Registrations completed before May 15 will be eligible for the early-bird draw. Following the lottery by mid-July your lot assignment will be displayed here.

还是必须May 15前注册可以得到学费减免？减免多少？ 还是lottery， 不是每个人都有？

我觉得不是每个人都能得到减免的。  

怎么样才能得到减免呢？！
