»EMPLOYMENT OPPORTUNITY – PROJECT MANAGERPimachiowin Aki World Heritage Site NominationTerms of ReferenceThis is an exciting and demanding opportunity to be part of an initiative leading to the inscription of a United Nations Educational, Scientific and Cultural Organization (UNESCO) World Heritage Site (WHS). The proposed area consists of an internationally recognized system of linked protected areas and managed landscapes in the boreal forest. As a member of the Pimachiowin Aki Proposed WHS Nomination Team, and under the general supervision of the Pimachiowin Aki Assembly of Partners and the Board of Directors of the Pimachiowin Aki Corporation, you will manage the production and delivery of the Pimachiowin Aki WHS Nomination Bid.
The Pimachiowin Aki Proposed World Heritage Site project is a registered non-profit corporation with representation from Pikangikum First Nation, Poplar River First Nation, Little Grand Rapids First Nation, Pauingassi First Nation, the Province of Manitoba (through Manitoba Conservation) and the Province of Ontario (through the Ministry of Natural Resources/Ontario Parks).
This demanding position requires someone with a proven track record in project management, including planning, implementation and evaluation. Strong organizational, interpersonal, facilitation and leadership skills are important, as is a demonstrated capacity to liaise and collaborate with a diverse range of project partners, supporters, funders and other interested parties. Other requirements include a sound understanding of First Nation stewardship, as well as natural resource and protected areas planning.
You must be familiar with UNESCO’s World Heritage Convention and the process leading to the inscription of a UNESCO World Heritage Site. You must have knowledge of communication and public consultation techniques used in the delivery of a specific project or program and have a sound understanding of natural resource/protected areas planning and management, particularly as it relates to the boreal forest. You must have a working knowledge of computers and Microsoft programs (i.e., Word, Excel, Access, PowerPoint and MS Project). We are looking for a demonstrated understanding of business and community development, partnership governance and experience in and/or knowledge of First Nation stewardship, the relevant provincial and federal departments. You must possess strong organizational, interpersonal, facilitation and leadership skills; have experience working with diverse stakeholders and First Nations.
Specific TasksProject Planning and Management
  • Facilitates development of a project plan for implementation, including: goals and objectives; priority actions; assignment of duties; responsibilities; scope of activities; and identification of necessary fiscal and human resources.
  • Determines time frames, funding requirements, hiring procedures and allotment of resources to various project phases.
  • Directs, facilitates and coordinates activities of task teams to ensure consensus is built and project progresses on schedule and within budget. The following key tasks have been identified—other tasks may be identified as required:
    • Project organization, roles, responsibilities and resourcing
    • Resource and values planning and management
    • Citizen participation/public consultation
    • Communications
    • WHS nomination readiness
  • Reviews progress and status of task teams and adapts schedules accordingly.
  • Monitors and evaluates all project activities, prepares periodic status reports for the Assembly of Partners and makes recommendations to the Coordinating Group on any matters that are material to the success of the project.
  • Identifies priority issues for research, and secures analysis of current, emerging and anticipated policy issues related to the project.
General Management
  • Manages all activities defined within the “critical path” of tasks.
  • Assesses and identifies need for additional staff and/or consultants and makes recommendations to the Assembly of Partners as necessary, during the project’s lifecycle.
  • Adjusts workplan strategies as required, and provides ideas and recommendations regarding the evolution of the project.
  • Assists the Assembly of Partners and the Coordinating Group in developing best practices, techniques and tools for project planning, execution, project management, ongoing milestone/deliverable tracking, communication and key performance metrics.
  • Develops, implements and monitors an accurate financial reporting system for the business affairs of the project.
  • Ensures timely financial reporting to the Coordinating Group and the Chair of the Assembly of Partners.
  • Provides leadership and direction to task teams, consultants and support staff as necessary.
  • Satisfies such other expectations as may be assigned by the Chair of the Assembly of Partners and the Coordinating Group.
Communications and LiaisonUnder the direction of the Assembly of Partners:
  • Maintains open and regular communications between the Accord First Nations, the Province of Manitoba and the Province of Ontario, individual stakeholders, the Coordinating Group and its task teams.
  • Leads and stimulates opportunities to enhance partnership and engage project supports in meaningful ways.
  • Prepares and delivers project reports, presentations and briefings for the Assembly of Partners and other project supporters and stakeholders.
  • Identifies and develops a strong communications strategy to ensure effective communications and management of project expectations, progress and results for all stakeholders.
  • Builds effective relationships with internal and external clients to ensure consensus and collaboration.
  • Acts as a liaison with partners and supporters as appropriate in support of the project.
  • Promotes and establishes harmonious and effective working relationships with colleagues and other key stakeholders in the project.
Qualifications
  • A degree from a recognized university in biology, geography, land use planning or related discipline or an equivalent combination of education and experience.
  • A minimum of 5 years’ experience.
  • A proven track record in project facilitation and management including: human resource management; partner liaison and collaboration (government, non-government and private sector); fundraising; budget development and management with funding parameters; partnerships and sensitivities; and business and strategic plan development, implementation and evaluation.
  • Experience in communicating with a wide range of groups and individuals through a variety of media.
  • Experience working in a cross-cultural environment.
  • Excellent spoken and written English is essential, and knowledge of the Ojibway language is highly desirable.
Conditions of employment include a valid driver’s licence and the willingness to travel and work in a variety of terrain and weather conditions and to travel by non-scheduled aircraft, over snow, water and ice by vehicle and by boat. The willingness to work flexible hours is required.
