Canada- US border Landing for PR

Anyone knows if the Canada- US border opens 24 hours for new Permanent Resident to finish landing process ?
I finish working at night. It's gonna be very late when I drive to the border from Winnipeg.

Thank you   But I am still waiting for my passport from LA. It has been one week and I don\'t see any tracking info in progress from UPS pre-paid return envelope

I hope the Chinese embassy will send you the new passport soon, and you will receive passport request at the same time
